For years, financial planners like me have told clients:
“SOCSO covers work accidents. PA covers you when you fall at home or on holiday.”
But in 2026, that advice has changed because SOCSO introduced Skim Lindung 24 Jam (24-Hour Protection) .
Does this mean you no longer need Personal Accident insurance?
No. But the reasons are now more nuanced.
Let me explain, using the official SOCSO benefits you provided.
| Scheme | Coverage | Key Benefit |
|---|---|---|
| Employment Injury | Work accidents + commuting | Free medical, temporary & permanent disability pension |
| Invalidity | Non-work invalidity/death (any cause) | Monthly pension for life or lump sum grant |
| EIS (Employment Insurance) | Job loss | Job Search Allowance (3–6 months) |
| Self-Employment Scheme | Gig workers (e-hailing, delivery, etc.) | Work-related accident coverage |
New for 2026:
(Skim Lindung 24 Jam) – Extends certain protections to daily life accidents (e.g., falling at home, sports injuries, road accidents during leisure).
Previously, SOCSO’s Invalidity Scheme only paid out for permanent disability or death from non-work causes no medical benefits for temporary injuries like a broken leg from weekend football.
Under the 2026 update:
24-hour accident coverage for employees (and now some self-employed) for daily life accidents.
This includes medical treatment at SOCSO panel clinics/hospitals for non-work accidents.
It bridges the old gap where weekend mishaps got zero SOCSO support.
However, and this is critical the payout structure remains different from private PA insurance.
| Feature | SOCSO (including Skim Lindung 24 Jam) | Personal Accident (PA) Insurance |
|---|---|---|
| Coverage hours | 24/7 for accidents (work + non-work) | 24/7 for accidents |
| Medical treatment | Free at SOCSO panel clinics/hospitals (no upfront payment) | Reimbursement basis (you pay first, claim later) |
| Temporary disablement (MC income) | ~80% of average salary for work & non-work accidents (new) | Weekly indemnity (fixed amount, often RM100–RM500/week) |
| Permanent disablement | Monthly pension for life (based on last drawn salary) | Lump sum payment (e.g., RM100k–RM500k) |
| Death benefit | Monthly pension for dependents + RM3,000 funeral | Lump sum (e.g., RM100k–RM1 million) |
| Worldwide coverage | Limited (mainly Malaysia; overseas only for work) | Yes (worldwide, unless policy excludes certain countries) |
| Who can buy | Employees (mandatory), self-employed (voluntary) | Anyone (including housewives, students, retirees, unemployed) |
| Cost | ~0.5%–1% of salary (shared employer/employee) | RM150–RM600/year for RM100k–RM300k coverage |
| Claim speed | Pension claims can take weeks (medical is immediate) | Lump sum typically 5–10 working days |
Even with SOCSO’s new 24-hour coverage, two major gaps remain:
| Scenario | SOCSO | PA Insurance |
|---|---|---|
| You lose a leg in a weekend motorcycle accident | Monthly pension for life (e.g., RM2,000/month) | Lump sum of RM150,000 (one time) |
Which is better? You actually want both.
The pension pays your monthly bills forever (inflation-protected? Not fully SOCSO has ad-hoc adjustments).
The lump sum allows you to buy a wheelchair-accessible home, modify your car, or invest for extra income.
If you rely only on SOCSO’s monthly pension, a sudden large expense (house renovation, medical equipment not covered) can wipe you out.
If you rely only on PA’s lump sum, you risk outliving the money.
SOCSO does not cover:
Unemployed individuals (job seekers not on EIS)
Housewives / homemakers (unless they voluntarily contribute as self-employed, which almost none do)
Students (including university students)
Retirees above 60 (SOCSO coverage generally stops unless still employed)
Foreign workers (covered since July 2024, but only for work-related, check latest)
Malaysians working abroad (unless employer registered with SOCSO and approval obtained)
For these groups, SOCSO provides zero protection. PA insurance is their only affordable accident option.
Old SOCSO (pre-2026): Nothing. Not work-related.
SOCSO now (2026): Free medical at panel clinic. Temporary disablement benefit ~80% salary for MC days.
PA insurance: Also pays medical reimbursement + weekly indemnity.
Result: SOCSO alone is decent, but PA adds a lump sum if permanent injury.
SOCSO: Only if they voluntarily contributed under Self-Employment Scheme. Most don’t.
PA insurance: Covers fully, regardless of contribution history.
Result: Without PA, they have nothing.
SOCSO (Invalidity Scheme): Dependents receive monthly pension (based on his last salary) + RM3,000 funeral.
PA insurance (RM200k sum insured): Family gets RM200,000 lump sum within 2 weeks.
Result: The lump sum pays off the mortgage. The pension pays daily living costs. Both are needed.
| Your Profile | SOCSO | Personal Accident Insurance |
|---|---|---|
| Employed full-time | ✅ Mandatory – keep it | ⚠️ Recommended, especially if you have dependents or loans |
| Self-employed / gig worker | ✅ Voluntary – strongly consider (low cost) | ✅ Essential – SOCSO not automatic |
| Housewife / student / retiree | ❌ Not covered | ✅ Essential – this is your only accident protection |
| High earner (>RM6,000/month) | ✅ Covered but capped at RM6,000 salary basis | ✅ Essential – SOCSO monthly pension will be too small |
| Frequent traveller (overseas) | ❌ Limited overseas coverage | ✅ Essential – buy PA with worldwide cover |
SOCSO’s Skim Lindung 24 Jam (2026) is a game-changer. For the first time, regular employees get free medical and MC income for non-work accidents. That closes a huge gap.
But it does not replace Personal Accident insurance because:
PA gives a lump sum – SOCSO gives a monthly pension. You need both for different purposes.
PA covers everyone – SOCSO excludes housewives, students, retirees, and many self-employed.
PA pays faster – Lump sum within days. SOCSO pension claims can take weeks.
PA is worldwide – SOCSO is mostly Malaysia-only.
My professional advice:
Keep your SOCSO (it’s mandatory and excellent value).
Add a basic PA policy with RM100k–RM200k sum insured (cost: RM150–RM300/year).
If you have a mortgage or young children, consider higher PA coverage (RM500k).
Accidents don’t check your employment status or the time of day. Your protection shouldn’t have gaps either.
